Really quick and dirty program so no guarantees that it will work as intended. Needs net 2.0.

Drag and drop captured image from "nes palette viewer.nes" on exe and if no errors are encountered it will produce a 192 byte pal-file that most emulators support.

Image can be in BMP, GIF, EXIF, JPG, PNG and TIFF format, but I've only tested PNG myself.

Image must be cropped so only the 8x8 colorblocks are visible. The exe will also produce an extra png-file with the areas (marked with red) it sampled pixels from to create the pal-file. Useful to check that it created the pal-file correctly.
